Can anyone shed light on using WebFormsRootDesigner with DesignSurface to
create a visual designer for webforms? Class descriptions suggest this is
do-able, but adequate documentation and description of usage seem
non-existent on MSDN and wider searches yield nothing but others with the
same question.

Start looking at the VSIP (Visual Studio Integration Partners) program
and download the Visual Studio SDK. These will allow you to create
packages which are the ultimate way to extend the Visual Studio IDE with
editors, etc... There are also a lot of code examples in C++, VB.Net and
C#.
